1.What is the difference between the present perfect tense and the present perfect continuous tense?

I think, that the main difference between these tenses is about duration in the future. You should use present perfect continuous if the action began in the past, continue till present and will continue in the future: I have been doing my homework since lunch, and I didn't finished it yet.

2.If what we talk is the truth in past, such as the dog is animal. What tense should we use, the present tense or the past tense?


Answer:
I think in this case you use present tense: The dog is an animal. Because dogs still exist and are still animals. But if something doesn't exist anymore like dinosaurs you use past tense: The Stegosauria was an dinosaur (who lived million years ago).
